It is necessary for law enforcement personnel to understand mental illness, and the tactics and techniques that have been proven to work most effectively when responding to individuals in these situations. These tactics and techniques are different than those routinely taught to officers to manage conflict. Generally, the underlying elements behind mental illness-related behavior is usually not criminal or malicious. Utilizing the information from this course, and implementing effective strategies can help keep the officer safe, keep the public safe, and greatly reduce civil liability.

Cpl. Moran, Wilmer is currently assigned as the Crisis Intervention Team Supervisor for the Harris County Precinct One Constable’s Office.  Cpl. Moran was assigned to the Mental Health Special Operations unit of HCCO PCT 1 for 10+ years before transferring to the Downtown Courthouse Complex as a Crisis Intervention Team (CIT) member. Cpl. Moran is currently assigned to the Downtown Courthouse Complex overseeing 30+ deputies.  

CPL Moran has adapted the Trauma Affected Veterans and Traumatic and Acquired Brain injury courses for instruction at PCT 1. CPL Moran is the lead instructor for Crisis Intervention, De-Escalation, and Cultural Diversity.
